"We have searched high and low for what happened to Susan Cox Powell," West Valley Mayor Mike Winder said. "What happened to Susan that night?"


Lori was the adopted daughter of Thelma and Herald Soares, formerly of Fullerton, California. Herald Soares was a Spanish and Portuguese teacher for Sunny Hills High School and was also a native of Piracicaba, Brazil. He met Thelma when they both served as missionaries for The Church of Jesus Christ of Latter-day Saints (LDS Church) in Rio de Janeiro. Lori's parents divorced in 1987 and Thelma and Lori relocated to Orem, Utah the following year. Lori and Mark both attended Orem High School, about 40 miles (about 64 kilometers) south of Salt Lake City.

Disappearance Edit

At 10:49 a.m. on July 19, 2004, Mark Hacking called 9-1-1 to report his wife Lori missing. She was 27 years old at the time. Mark told police she had left home early for a customary jog in the Memory Grove and City Creek Canyon area northeast of downtown Salt Lake City, but had not returned home or arrived at work. A woman who said she had seen Lori near the grove that day later withdrew her claim. [1]

According to some family members, Hacking had told them she was about five weeks pregnant when she vanished. She was planning a move to North Carolina, where her husband had said he was about to start medical school at the University of North Carolina at Chapel Hill. However, police say Mark had never completed his undergraduate degree at the University of Utah as he led family and friends to believe, and that the medical school had no record of him having ever applied. Shortly after his wife's disappearance, Mark was reportedly found running naked through the streets, and was admitted to hospital for mental evaluation. While in the hospital, Mark engaged a locally prominent defense attorney, D. Gilbert Athay. [3]

Mark Hacking arrested Edit

On August 2, 2004, Mark was arrested on suspicion of the aggravated murder of his wife. Police believed that he acted alone, killing Lori in their apartment with a .22-caliber rifle while she was asleep and disposing of her body in a dumpster. They found blood in several places in the couple's apartment, including on a knife located in the bedroom and on the headboard of the bed, as well as in Lori's car. In addition, Scott and Lance Hacking, Mark's brothers, claimed that Mark confessed to murdering his wife after they confronted him on July 24, 2004. On October 1, 2004 at approximately 8:20 a.m. searchers found human remains in the Salt Lake County landfill. By that afternoon, police had confirmed that the remains were those of Lori Hacking.

According to an interview with the CSI division in Salt Lake City, the sum total of Lori's remains were two teeth and a piece of bone the size of a quarter, which is believed to have come from her shoulder blade. On April 15, 2005, Hacking pleaded guilty to first-degree murder in exchange for prosecutors dropping other charges. On June 6, 2005, Hacking was sentenced six years to life in prison, the maximum possible sentence under Utah law at the time. In Utah, prison sentences are indeterminate, with a minimum and maximum time frame. The offender must serve the entire sentence unless the Utah Board of Pardons releases him sooner. Normally, those convicted of first-degree murder must serve a minimum of five years before they can even be considered for parole. However, since Hacking killed Lori with a firearm, the minimum was increased by a year.

In July 2005, the Utah Board of Pardons declared that Mark Hacking would not be considered for parole until at least 2035, meaning that Hacking will have to serve a minimum of 30 years in prison. Board chairman Mike Sibbett stressed that a hearing was not a guarantee of a release date. He stated that there were a number of aggravating factors in Hacking's case, including the fact he covered up Lori's murder by disposing of her body and falsely claiming she was missing. [7] Upon hearing this news, Lori's mother Thelma Soares issued this statement: "While it is a terrible waste of his life, [the decision] lifts a great burden from my mind and heart. The six-year minimum imposed by law is an insult not only to Lori and the baby, but to me and my family as well. I thank the members of the State Board of Pardons and Parole for their diligence and sense of justice in dealing with this tragic case. My faith in our justice system has been upheld."

The Soares family removed the name "Hacking" from Lori's headstone. "We just felt that Mark obviously didn't want her anymore", said her mother. Lori's married name was replaced with the Portuguese word "Filhinha", which translates to "little daughter." [8]

The initial sentence caused a widespread public outcry, with many expressing alarm at the possibility Hacking could be released after six years. Paul Boyden, the executive director of the Utah Statewide Association of Prosecutors, urged the Utah Sentencing Commission to raise the minimum sentence for first-degree murder to 15 years. Boyden said most people didn't understand Utah's system of indeterminate sentences, and added that it caused "a public perception problem" for the state. Sibbett noted that most inmates convicted of murder have to wait between 18 and 35 years for a parole hearing, and Hacking's actions pushed it to "the higher level" of the spectrum. [7] On March 20, 2006, Utah House Bill 102, also known as "Lori's Law", was signed into law. It stipulates that people convicted of first-degree murder in Utah must serve at least 15 years before they can even be considered for parole.

On June 6, 2005, Mark Hacking's father read a statement from his family that he said would be their final statement to the press about the murder. The statement clarified several events leading up to Mark's confession and conviction. The statement ended by quoting Mark:

"I know prison is where I need to be. I will spend my time there doing all I can to right the many wrongs I have done, though I realize complete atonement is impossible in this life. I have a lot of healing and changing to do, but I hope that some day I can become the man Lori always thought I was. To the many people I have hurt, I am more sorry than you could ever know. Every day my soul burns in torment when I think of what you must be going through. I wish I could take away your pain. I wish I could take back all the lies I have told and replace them with the truth. I wish I could put Lori back into your arms. My pain is deserved yours is not. From the bottom of my heart, I beg for your forgiveness. There is no such thing as a harmless lie no matter how small it is. You may think a lie only hurts the liar, but this is far from the truth. If you are traveling a path of lies, please stop now and face the consequences. Whatever those consequences, they will be better than the pain you are causing yourself and others." [9]

In June 2006, prison officials in Utah discovered that Hacking was selling personal items, including autographs, a hand tracing, various prison forms, and magazines, on an online site called "Murder Auction". Officials later announced that Hacking had agreed to discontinue selling anything online. [10]

TACOMA, Wash. — A jury has found that Washington state officials were partially responsible for the deaths of missing Utah woman Susan Cox Powell’s children at the hands of their father.

Jurors on Friday awarded more than $98 million to the estates of Charlie and Braden Powell, the News Tribune newspaper in Tacoma reported.

Josh Powell, who lived in West Valley City before moving to Pierce County, Washington, was a suspect in the disappearance and murder of his wife in 2009. Her body has never been found. On Feb. 5, 2012, he killed their two young sons, Charlie and Braden, and himself in an explosive house fire. The boys were visiting Josh Powell at his home on a supervised visit with a social worker when they were killed Powell had locked the social worker outside.

Susan Powell’s parents, Judith and Charles Cox, alleged in a wrongful death lawsuit that Washington’s Department of Social and Health Services did not do enough to keep their 7- and 5-year-old grandsons safe. The Coxes were in a custody fight for the boys when Josh Powell killed them.

The trial started in Pierce County Superior Court in February and was interrupted by the COVID-19 pandemic. Jurors had begun deliberating Thursday.

The jury awarded $57 million for the pain and suffering of each boy, and held their father, Josh Powell, liable for $8.245 million for each child. The final award to the Cox family is just over $98 million.

Charles Cox, the boy’s grandfather said in a statement: “Nothing can bring back the boys, but this is the end of a nightmare, and it’s gratifying to hear a jury tell the state they were wrong, and to award a verdict that will force them to change the culture at DHS to make sure this doesn’t happen to other children in the future.”

Attorney Anne Bremner, who represents the Cox family, said, “We faced so many legal obstacles to get to trial, and then the extraordinary circumstances of trying the case in the midst of a pandemic, we are so gratified by the jury’s verdict and their commitment to justice.”

Ted Buck, another attorney for the Coxes, argued during closing arguments on Wednesday that state workers weren’t properly trained on policy regarding parental visits in domestic violence situations.

He said “none of this would have happened” had state policies and common sense been followed, pointing to a social worker who recognized Josh Powell as an abduction risk without informing the judge overseeing the custody dispute.

Assistant attorney general Joseph Diaz said in his closing argument the boys’ deaths were unquestionably tragic, but that experienced state workers took the custody matter very seriously. He said the department tried “to do what’s best for both those boys, at the same time recognizing that Mr. Powell had rights.”

"Bapak. Powell is the sole cause of the murder of his sons,” Diaz told the jury. “There was not any negligence by the state of Washington.”

But investigators looking for clues to her whereabouts searched that house and found child pornography, including images that Steven Powell had secretly recorded of neighbor girls.

The boys were then removed from the home and placed with the Coxes. Josh Powell moved to a house in Graham. When the boys arrived for the visit with the social worker, he locked the social worker out, attacked the boys with a hatchet and then blew up the home with the three of them inside.

Just days earlier, a judge had ordered Powell’s two young sons to remain in the custody of the Cox family and for Powell to undergo a psychosexual evaluation to determine his custodial fitness.


Utah mom shoots and kills two young daughters and herself - one day after break up with fiancé

A 32-year-old Utah mom gunned down her two young daughters and then herself on Tuesday — just one day after her fiancé came to move his things out of their shared Syracuse home.

Kyler Ramsdell-Oliva shot daughters Kenadee, 13, and Isabella, 7, around 6 p.m. before turning the gun on herself.

Her fiancé, KSTU-TV reported, was outside with a U-Haul truck just as the gunshots rang out. Police had supervised the couple as the unidentified man moved his belongings out of the home around 6 p.m. Senin.

Cops quickly ruled the man out as a suspect, the Deseret News reported.

"It's considered a murder-suicide, so there are no suspects at large. We've spoken to the fiancé (and) we've spoken to the family. … And that's when we came to the conclusion it was a murder-suicide," Syracuse Police Officer Erin Behm told the newspaper.

Police first came to the home Monday. About 24 hours later, tragedy struck.

Police say the family had lived in the town for about three months — and the young girls had only just entered school. Kenadee, an eighth-grader at a local junior high, had only attended one day of school while Isabella, a first-grader, attended about a week of classes, the Deseret News reported.

The mother's Facebook page is littered with photos of herself and two young daughters in happier times. And friends and family members wrote tributes to the woman on her page.

"When I was talking to you I thought it was going to be OK," one woman wrote. "A piece of my heart has gone with you and the girls. I love you my dearest one."

Just last week, Ramsdell-Oliva wrote that she was "feeling annoyed" as she wrote on Facebook about apparent relationship troubles.


Cold cases: Utah cases that remain unsolved years later

Utah (ABC4 News) — August is Cold Case Month and in an effort to bring awareness to Utah’s cold cases, the Utah Cold Case Coalition is offering a $10,000 reward for the closure of any unsolved Utah murder or disappearance.

According to the Utah Department of Public Safety, there are more than 400 cold cases throughout Utah which include homicides, missing persons, and unidentified deceased persons.

1970-an

Valaine Briggs, 18, was last seen leaving her class at LDS Business College on May 5, 1977. She had plans to meet her roommate to go shopping later that day but never arrived to meet her friend. Two days later her body, along with some of her school books, was discovered in Lambs Canyon with her killer still remaining unknown.

Kathy Harmon was just 22 years old when she was last seen in 1976 at Better Days Bar in Salt Lake City. Kathy left the bar around midnight alone. She got home that night because her coat that she took to the bar was found back at her apartment. However, she was reported missing when she didn’t show up to work the next day and couldn’t be found by phone or at her apartment. Four days later, her body was found by a hiker between Emigration and Parleys Canyon. She had been assaulted and died of strangulation.

Nancy Wilcox was last seen in Oct. 1974. She is believed to be the first Utah victim of serial killer Ted Bundy. Bundy claimed to have buried her body near Capitol Reef National Park. However, Nancy’s body has never been found.

Corazon Frandsen, 26, was last seen on Feb. 4, 1978, when she went out to dinner with her in-laws. After dinner, she picked up a few groceries and headed home to her apartment on Cobble Creek Road. Police said it appeared that she was attacked as she got out of her car in her apartment parking lot. Frandsen was found the next morning in the bushes in a church parking lot nearby. She had been severely beaten and was unconscious at the time she was found. Frandsen died a short time later at the hospital as a result of blunt force trauma injuries and exposure to the elements.

1980s

Bertha Larsen Hughes, 81, was last seen on March 17, 1982. On the morning of her death, neighbors reported hearing yelling and commotion coming from her home. A visiting nurse found Bertha’s body. She had been assaulted and died from blunt force trauma wounds, reports stated. Her home showed signs of forced entry. Her murder still puzzles a detective in the cold case unit.

Debra Lee Frost was last seen on July 9, 1984. She was seen walking or hitchhiking but never arrived at her destination. Debra has a burn scar on her left calf and a scar on her nose.

Terry L. Bakker, 25, was last seen on April 14, 1986. Terry woke to noises at his front door, he went to the door and partially opened it when the suspect forced his way in. Terry then ran outside of the home. According to witnesses, when he returned he’d been shot and died from his injuries. His killer’s identity has never been discovered.

Jean Muir was planning on going to Utah County with her sister on a December day in 1985. Muir spoke with her sister about the trip about 12:30 p.m. that day, but when her sister came to pick her up around 1 p.m., she was found inside her home murdered. Jean’s car was missing from the driveway but was located a few days later several miles away from her home parked behind a business.

1990s

Jason Jack Simmons, known as “Red,” 24, was reported missing on April 15, 1994. His family says they believe there was foul play involved in his disappearance. His brother continues to search for his body to this day.

Bobbi Campbell is believed to have last been seen in late 1994 leaving her home. She left her child at home and hasn’t been seen or heard from since. Since her disappearance, the Utah Cold Case Coalition and a family investigator tracked witnesses who claimed Campbell died of a drug overdose and she was wrapped in a rug or carpet and tossed into the Jordan River. Divers have recovered items they believe could be linked to Campbell.

Rosie Tapia, 6, was last seen on August 13, 1995. Rosie was kidnapped from her home at an apartment complex in Salt Lake City. The next day, her body was found in a canal that borders the apartment complex. Twenty-five years later, Rosie’s parents haven’t given up on their search for answers. ABC4 News released a sketch of her possible killer but they have never been identified.

Michelle L. Halling, 28, was the mother of a young son. They lived in the Cottonwood Heights area at the time of her death. Her son was staying with his grandparents the night of his mother’s murder in 1990. Around 2 one morning, Michelle’s home became engulfed in flames. Neighbors heard her screaming for help but were unable to get to her due to the intensity of the fire. Arson was determined to be the cause of the fire.

2000-an

Nikole Bakoles was last seen in Oct. 2000 at the age of 20. This was originally an unidentified human remains case. Several human remains were found along I-80 near Saltair by some duck hunters in 2000.

In Aug. 2012, the remains were identified as Bakoles’. At the time of her disappearance, Nikole was a mother to a young daughter. She was from Washington State but her family had little contact with her when she moved from Washington to Utah with her boyfriend in 1998. The contact stopped altogether in 2000. The family reported her missing in 2003. Her boyfriend stated that in 2000 that he and Bakoles had an argument and that he left her. He claims that is the last time he ever saw her.

Susan Cox Powell, one of the more nationally publicized cases in Utah history, was last seen on Dec. 7, 2009. It was suspected that her husband, Josh Powell, had information on her disappearance. In 2012, Josh took his secrets to the grave as he committed suicide after setting his Washington State home on fire. Right before Josh’s death, police said he also brutally murdered the couple’s two young sons.

Susan’s body has never been found. According to KOMO News, her parents, Chuck and Judy Cox were recently awarded $98 million by Washington State courts after a ruling declared negligence in the deaths of Susan’s sons by the state’s Department of Social and Health Services.

Sonia Mejia was last seen on the day of her murder in Feb. 2006. The 29-year-old lived in Taylorsville at the time with her common-law husband and 8-year-old son. Mejia was six-months pregnant.

She was home alone one morning when a neighbor witnessed Sonia being assaulted at her front door with the suspect then entering the apartment and shutting the door.

Sonia’s body was found by her husband in the apartment later that evening. She had been sexually assaulted and died by strangulation. The suspect has never been found but has been linked to another unsolved homicide in the same location.

Cody Lynn Dodge, 26, was murdered on Sept. 22, 2008. He found dead in his home, shot by an unknown assailant. There are little details surrounding his death and his killer has never been identified.

2010-an

Sherry Black was found murdered in her bookstore in South Salt Lake in Nov. 2010. Black’s husband was the one to discover her body. There is no evidence of forced entry and nothing appeared to be missing from her bookstore. The suspect of the murder reportedly left a brown imitation Armani brand belt at the scene with a sticker on the buckle with the numbers ‘323’. Black’s loved ones are offering a $250,000 reward for information leading to the arrest and conviction of a suspect.

Cyle John Vankomen and Kevin Nelson were both murdered in December 2016 inside a home in South Ogden. To date, their killers have yet to be arrested. The pair was shot to death by intruders who appeared to have stalked the home. Surveillance video captured three suspects who appeared to have been stalking the home prior to the murders but they were never identified.

Elizabeth Salgado

Elizabeth Salgado disappeared in Provo in 2015. She was only in the United States for three weeks before she vanished in broad daylight after leaving her English school in Provo one afternoon. In the years prior to her death, she had served a mission for The Church of Jesus Christ of Latter-day Saints. Three years after her disappearance, Salgado’s body was found in Hobble Creek Canyon. Her killer has never been found. Her family has hired a personal investigator to find answers to Salgado’s death. The investigator says he believes it was someone that she already knew that killed her.

The Disappearance of Susan Cox Powell: A Young Mother Vanishes From Utah

Young mother Susan Cox Powell vanishes from her home in West Valley City, Utah, and the only suspect, her husband, acts suspiciously. Investigative journalist Stephanie Bauer examines never-before-seen home video recordings from Susan's father-in-law, Steve Powell, that shed light on the dramatic events surrounding her disappearance.

In late 2009, Josh became the primary suspect in the disappearance of his wife, Susan Cox Powell. The son of Steve Powell and Terri Powell, Josh grew up in a turbulent household with four siblings — Jennifer, John, Michael and Alina. “ The Disappearance of Susan Cox Powell ,” premiering May 4 and May 5 at 7/6c on Oxygen, revisits Josh’s troubled marriage and complicated family background.

His parents divorced in 1992 after nearly 20 years of marriage, and a bitter court battle dragged Josh to the center of their separation. In documents cited by The Seattle Times , Terri claimed her husband was a harsh disciplinarian who verbally “pointedly attacked” Josh. As a teenager, Josh allegedly tried to hang himself and threatened his mother with a butcher knife.

In 2000, Josh met Susan Cox Powell at a church function in Puyallup, Washington. The two married the following year, and Susan’s sister Denise Ernest told ABC’s “20/20,” “A t the very beginning they were, you know, happy, holding hands, hugging, kissing each other. You thought [they were] a perfect couple, a very happy couple."

The couple moved to West Valley City, Utah, outside Salt Lake City, in 2004, partly to get away from Steve Powell, who had made unwanted sexual advances toward his daughter-in-law, according to KSL . They had two sons: Charlie, born in 2005, and Braden, born in 2007. By 2008, however, the Powells' marriage was starting to come apart.

While Susan worked as broker for Wells Fargo Financial, Josh struggled to hold a steady job. He would eventually declare bankruptcy, with more than $200,000 in debt. He stopped attending church and had reportedly grown increasingly controlling of his wife.

In 2008, Susan shot a video , saying: “If something happens to me, or my family or all of us, that our assets are documented.” A handwritten will from the same time period says, “If I die, it may not be an accident even if it looks like one," according to ABC News .

On the morning of December 6, 2009, Susan and her sons went to church, and she visited with a friend that afternoon before complaining she wasn’t feeling well and wanted to take a nap. Josh, who rarely cooked, had prepared pancakes and served them to Susan before she began to feel ill.

The following morning, Josh was reported missing, along with his wife and children, after Charlie and Braden were not dropped off at daycare and Josh and Susan failed to show up to work. Josh returned home that afternoon with the boys, claiming they had left in the middle of the night to go camping, despite a snowstorm that brought below freezing temperatures. Josh called and left Susan two voicemails during the day, even though it was later discovered that her cell phone was in his car. The next day, police seized the family’s van, and Josh rented a car, on which he put 807 miles . He also purchased a new cell phone that was activated 80 miles north of Salt Lake City, reported The Salt Lake Tribune.

A little over a week after Susan was last seen alive, Josh was named a person of interest by investigators. He and his sons then moved back to Washington to move in with his father, Steve. Investigators learned both Josh and Susan had taken out $1 million life insurance policies on themselves, with $250,000 riders on each of their children, and that Josh had told co-workers at a Christmas party that "to get away with murder, he would hide a body in a mineshaft in the west desert of Utah,” reported KSL .

While being investigated by police, Josh used the website SusanPowell.org to proclaim his innocence and advance theories that placed the blame for his wife’s disappearance elsewhere or claimed that she was still alive. In 2011, Steve Powell was charged in an unrelated case with 14 counts of voyeurism and one count of possessing an image of minors engaged in sexually explicit conduct, reported The Salt Lake Tribune . Following his father's arrest, Josh temporarily lost custody of his sons, who were sent to live with Susan’s parents, Charles and Judy Cox. Josh was still allowed to have supervised visitations with them several times a week.

On February 5, 2012, a social worker brought Charles, 7, and Braden, 5, to their supervised visit with their father at a rental property in Graham, Washington. The boys ran ahead, and by the time the social worker got to the front door, Josh had locked her out of the house. She smelled gasoline and called 911. Josh sent his attorney an email, which said, “I'm sorry, goodbye,” reported ABC News. Moments later, the house exploded, killing the three inside.

Authorities discovered Josh had meticulously planned his murder-suicide. In the days leading up to it, he gave his children’s toys to Goodwill, put aside money for his siblings to pay his bills and left a voicemail message for his loved ones that morning, saying, “I'm sorry to everyone I've hurt, Goodbye.”

An autopsy determined Josh had struck his two boys with a hatchet in the head and neck before igniting cans of gasoline, causing the explosion that burned the house to the ground. He was 36 years old at the time of his death.

Josh was never charged in connection with his wife’s disappearance, and to this day, Susan remains missing. Though her case is still assigned to a Utah detective, police say “all leads . have been exhausted and the case has gone cold.”
